The protagonist realized that he must silence a curate who is behaving is such a crazy way as to attract the attention of the Martians — so he kills him. To me this illustrates that even if you try to be rational in arguing with an opponent, once you try to put forward your point in the form of a story you'll be tempted to portray the other side as irrational or even mad.
